With this Rajasthan became the fifth state in India after Maharashtra, Gujarat, Goa and Madhya Pradesh to pass such legislation.

Vexatious Litigation is a legal proceeding or action initiated maliciously and without Probable Cause by an individual solely to harass or subdue an opponent or adversary. According to the bill, the tendency to file vexatious litigation was increasing.

The courts have shown their anguish by imposing heavy costs on vexatious litigants. These litigants persistently file baseless cases and misuse the process of law to settle personal scores. Besides harassing the innocent, these also put strain on the already overburdened judicial system.

Apart from the above bill Rajasthan Assembly also passed other two amendment bills:
Prisons (Amendment) Bill, 2015: It is aimed at improving the efficiency of prisons and checking violence and gang wars. The bill provides for stricter arrangements when a prisoner is taken to court.

Rajasthan Police (Amendment) Bill, 2015: The bill provides for a fine of 500 rupees for anyone who creates a nuisance on the road and obstructs or injures a person or property. If the person creates nuisance for the second time, the fine will be 5000 rupees and for the third time, 10000 rupees fine and eight days jail.
